RTA Usage Metric Gathering Tool

The need to get a better idea of what is being used in RTA and how often a feature is being used in order to better improve our product and usage for our customers. It stores the data and automatically sends diagnostics and usage information. There is a system switch that will allow the user to turn off this tool if they desire. SSM #45. We do not encourage this option.

Gathering the data will happen when the user does a version release.
